Which software or program should I use nowdays to create databases and programs?

I used to make programs in Turbo Pascal, Basic, C but I did not get updated since then, now I need again to make some programs to capture data and print it in customized forms, I am wondering which software could help me to do that, I can do it in excel but it would not be a program just forms, which software or program do you recommend me to learn maybe Access, or is there anyother?
