What are laws in Illinois regulating the carry of the telescopic baton?

I am on my local police department's auxiliary unit. We carry telescopic batons. I am a pretty sure the public is prohibited from carrying them, but I was wondering if the prohibition is at the state level or if its more likely they are prohibited by the municipal government?
